hmaptool (heightmap tool?) is a simple 3-D modelling program, similar to Crocotile 3D. You start with an image, which get divided into tiles/textures. then you shape a plane by raising and lowering parts. It's really easy to use, and would work well for making quick bits of map for an RPG or something.

Hmaptool is available as donationware via Itch.io.
