Though there aren't many tools specifically designed for making roguelikes, pretty much anything'll do. Something like RPG Maker or Adventure Construction Set might be particularly helpful as they already handle inventories and fighting (if you're into that) (though you miss out on being able to have the player use a lot of the keyboard).
