Text Adventure Development System (TADS) is a programmy way of making text adventure games. The official tools are Windows-based, but there is a Unix version (well two: FrobTADS and QTADS) developed by somene else, and because of that Unix-like systems are also supported. Those tools also incorporate an interpretter for playing games.
