Pixel Composer is a tool for creating 2-D graphics and animation, with the ability to program complex effects and animations using a node-based interface. It's made in GameMaker Studio.
It's not free, but just USD$10 on Itch with a Steam key included. There are beta releases from 2022 available to download off Dropbox: https://www.dropbox.com/sh/vxx33oci7c0mho7/AACvlKSEMQ2-hVCejy_6w7wya?e=1&dl=0
