Treasure's Bangai-O Spirits comes with a really nice level editor. You plop things down and drag them about with the stylus. Combining things has effects.
And you share levels via audio clips. You can do it DS-to-DS, or put them on Soundcloud, or Youtube, or whereever. It can be a little finicky, but it rules~
There isn't much space on the card for keeping custom levels, though.
